With some adjectives, but not all, we can use them with "the" and without a noun to refer to a specific social group of people. These expressions are plural.

We need to do more for the homeless.

We need to provide jobs for the unemployed.

The young of today are much more sophisticated than the young of the past.

However, we do not talk about all social groups this way. We do not usually talk about the "the tall" or "the stupid", for example.

We can also talk about some nationalities this way.

the French, the English, the Welsh, the Dutch, the Irish, the Scottish, the Spanish, the Japanese, the Chinese

but for most nationalities we add an 's'

the Americans, the Germans, the Koreans, the Australians
